Memo
To: Nebraska Department of Transportation (NDOT) Staff and Contractors
From: NDOT Civil Rights Office, NDOT Construction Division
Date: November 22, 2022
Re: Update to Equal Employment Opportunity (EEO) Contractor Compliance Requirements
As of October 31, 2022, the NDOT no longer requires the submittal of the annual EEO Self-Analysis Form.
This form, along with the requirement of its annual submittal prior to setting foot on an NDOT construction project, are being retired.
In their place, the NDOT Civil Rights Office will be conducting compliance reviews in accordance with the recently posted
NDOT EEO Contractor Compliance Program Plan. The information provided in this program plan is intended to describe the Nebraska Department of Transportation’s efforts to ensure that its contractors are providing equal opportunity to their employees without
regard to an employee’s race, religion, sex, color, national origin, age, or disability. The information in this program plan can be used as a guide toward implementing the contractors’ EEO and affirmative action plans. However, contractors should consult
the Required Contract Provisions for Federal-Aid Construction Contracts (FHWA-1273) for specific EEO and affirmative action obligations required to comply with Executive Order 11246 and related statutes and regulations. This program manual will be updated
annually in accordance with 23 CFR 230.313.
For any questions regarding these changes, please review the
NDOT EEO Contractor Compliance Program Plan, contact the NDOT Civil Rights Office using the information provided below, or check the
NDOT Civil Rights webpage.
